Prior to Mir, India had moved the 1267 committee for terror designation of Makki, a LeT financier related to Hafiz Mohammed Sayeed and then Rauf, brother of JeM founder Maulana Masood Azhar, who was involved in the 1999 IC-814 hijack. China, it may be recalled, had also a put a hold on Azhar's terror designation for close to a decade before allowing it in 2019.
