Building collapse in Gurugram: Onus on owner & contractor, says panel

A five-member probe panel has held the owner of the building in Udyog Vihar Phase-1 and the contractor hired for its demolition, responsible for the sudden collapse of the structure that led to the death of two workers on October 3.
