Last year, SpaceX was forced to refund Indians from whom it had collected pre-order fees for its satellite broadband service after the Department of Telecom told it to seek regulatory approval first. The company has now applied for the licence but will need a number of approvals – not to mention spectrum allocation – before it can start rolling out Starlink in India.
