Carlos Garcia, 50, was hit with the rap after getting into a scuffle with a 48-year-old man Monday afternoon at the Jackson Heights-Roosevelt Avenue 74th Street subway station after a bump on the platform caused the suspect’s cell phone to fall on the tracks.
