How many lost votes? Why delimitation data is a worry

The municipal corporation of Manesar in Gurgaon, India, is gearing up for its first civic polls, but the delay in the country's decennial census that determines population literacy and migration down to the village level means that the municipal area - which hosts a large section of what is commonly called "new Gurgaon" - doesn't quite know how many voters it has or how many votes it will lose.
