The ministry will appoint NTPC Vidyut Vyapar Nigam Ltd (NVVN) as the agency to facilitate the purchase from the companies and sale in the market, a senior government official told ET. Any shortfall in realising the cost by NVVN, an NTPC subsidiary, will be met through the Power System Development Fund, the person said.
