Figure suspected of ordering draft of plan to declare martial law during candlelight protests arrested

Cho Hyun-chun, former head of the Defense Security Command, was arrested at the airport upon returning to South Korea, five years after fleeing overseas. Cho is charged with ordering the drafting of a
