Twenty-one-year-old Rosa Chacon's family knew something was wrong when she didn't come home one day in mid-January. Rosa had a history of alcohol and drug abuse and would drift in and out of her parents' house in Little Village, a predominantly Hispanic neighborhood on the southwest side of Chicago, sometimes disappearing for days at a time.
