Man with history of public indecency charged after allegedly fleeing Plymouth police who found him alone in parking lot

A Southington man with a history of convictions for exposing himself in public is due in court in May to face charges in connection with a police pursuit in Plymouth after he allegedly sped away from an officer who found him alone in a shopping center parking lot.

Timothy Delaney, 26, allegedly crossed into oncoming traffic and forced other motorists “to brake and take evasive action” as he was fleeing a police officer on Oct. 10, 2022, according to the warrant for his arrest. He faces charges of engaging police in pursuit, reckless driving and failure to maintain a lane.

According to the warrant, an officer spotted a man alone in a Chevrolet Silverado in a shopping center parking lot at 311 Main St. in Plymouth around 9:50 p.m., causing the suspect to immediately drive away. The officer then followed the suspect, alleging in the warrant that he was driving at an “extreme high rate of speed,” and activated his lights and sirens in an attempt to pull him over. The pursuit was called off after the motorist crossed over into oncoming traffic and refused to stop, the warrant said. He was last seen on Route 72 heading toward Bristol.

The officer was later able to tie the vehicle to Delaney using video surveillance from the supermarket, finding out that he is on probation for three convictions on charges of public indecency, judicial records indicate. Delaney’s probation officer told Plymouth police the 26-year-old had recently been taken off of GPS monitoring.

Delaney was charged with three counts of violation of probation after Plymouth police filed charges against him in connection with the October 2022 chase. The underlying conviction in one of the probation violations stems from an arrest in which Delaney was seen masturbating in Hubbard Park in Meriden in September 2019, court records indicate.

Delaney has also been convicted on public indecency charges in connection with an incident in January 2016 when a father reported that a man had exposed himself to his 5- and 8-year-old on the Linear Trail in Southington. Also in August 2015, when he exposed himself to 30 girls between the ages of 9 and 12 who were practicing on the lacrosse field at Panthorn Park in Southington.

In total, Delaney has been convicted of public indecency six times since 2016, according to judicial records. He also has a case pending in which he faces one count of public indecency, which stems from an arrest in Avon in November, court records show.
