We can also reveal Hogg, 21 – whose story provoked outrage after he dodged jail because of his age – travels Scotland with a funfair, sparking fears he has other victims across the country.

“His mum is a Hogg but he’s been using the name Sean Kay for most of his life, except in court.

“He’s been working with the travellers at a funfair for years and has been all over the country with them.

“He even used his connections to shut his victim up for months – she was terrified because she knew he wasn’t lying.

“And when you add in his dad slaughters people for no reason, it’s no wonder the threats were taken seriously.”

In 2017, the High Court in Glasgow heard Robert Kay flew into a rage and knifed Carlo, the partner of his lodger, in a “one sided violent attack.”

Outside the home in Bonnyrigg, Carlo ended up on the ground while Kay stood over him and stabbed him “a number of times on the upper body”.

Onlookers saw Kay slit Carlo’s throat before going back to his house.

On being told by a neighbour it was believed Carlo was dead, he said “good”.

Judge Lady Rae jailed him for life with a minimum of 17 years, and said: “This was a brutal killing with an extreme level of violence used towards the deceased.”

Hogg calls himself Sean Kay on social media but used the surname Hogg while going through the court process.

The predator repeatedly attacked the 13-year-old girl when he was aged 17 and was found guilty after forcing the schoolgirl to go through a trial and wait five years for justice.

But Lord Lake provoked fury earlier this month after giving the beast, now 21, just 270 hours unpaid work after the Scottish Government passed new sentencing guidelines for under 25s.

We told how the teen victim was left ‘devastated and distraught’ by the judge’s pathetic sentence.

The grandad of the survivor – her legal guardian – said she had been left ‘crying her eyes out’ and completely let down by a justice system that she believed would protect her.

He also praised author JK Rowling for slamming the scandal online and said the public outrage had given her ‘hope’ that the law will be changed – and an prosecution appeal against the leniency will be successful.

He said: “She was left inconsolable when she found out he’d been let out – absolutely devastated and distraught.

“She said to me ‘you told me to go through with this, all this grief and stress, and now look what’s happened’

“I promised her the law would protect her and she had to speak up to protect other girls.

“She’s frightened she’ll bump into him.”

The court heard Hogg, of Hamilton, threatened the terrified schoolgirl and pulled down her lower clothing.

He also seized her wrists, forced her to carry out a sex act on him and raped her between March and June 2018 at Dalkeith Country Park in Midlothian.

But sparing him prison, judge Lord Lake told the crying fiend: “This offence, if committed by an over-25, would attract a sentence of four or five years.

“I don’t consider that appropriate.”

The SNP Government passed down new sentencing guidelines last year urging a focus on rehabilitation instead of punishment for criminals under 25.
