ECNL Expansion and Contraction? MLS2?

Confirmed that ECNL Norcal will add 3 clubs (https://www.ecnlboys.com/2023/03/ecnl-boys-promotes-three-clubs-into-northern-cal-conference-for-2023-24-season/). Are there clubs leaving? Hearing rumors that there might be a departure or two. Maybe a Boys ECNL RL league coming? Anyone hearing these rumors?

Heard about MLS2 league forming in Norcal? Clubs with no U15 or U17 presence in MLS Next will play in an MLS Next 2 league. Thoughts? Anyone have a link to details?
