Winthrop Harbor woman who drove away from accident with man on hood charged

Liliana Wagner, 17, has been charged with leaving the scene of a personal injury accident, aggravated driving under the influence and aggravated fleeing following an incident in which the 19-year-old Waukegan man was critically injured, according to the Lake County sheriff’s office.
