Last year, security forces in Uzbekistan and Tajikistan used lethal force to suppress unrest in their respective autonomous regions. Dozens of people were killed, and hundreds arrested in the crackdowns. But the biggest victim of the events in May and July 2022 may prove to be what remains of civil society in both countries, experts said.
