COLUMBUS--The Ohio Senate on Tuesday put its first stamp on a nearly $86 billion two-year state budget, promising $2.5 billion in tax cuts and greatly expanding access to taxpayer-financed vouchers for parents to send their children to the public, private, or religious schools of their choice.
