The recent search for a submersible vehicle that was lost during its mission to explore the wreckage of the Titanic has once again raised the question of who should pay for rescue operations of wealthy adventurers who engage in risky activities. While the U.S. Coast Guard cannot collect reimbursement related to search or rescue operations, the larger issue of responsibility for exposing oneself to such risk by wealthy travellers and companies remains unresolved.
