Top emergency officials were on another island learning how to respond to disasters when Maui wildfires started

On Aug. 8, the heads of the Maui and Hawaii Emergency Management Agencies were busy attending an annual conference on how to respond to disasters from the Pacific's top officials, but unbeknownst to the 74 attendees at the time, Maui was burning.
