Indian authorities had alerted Canada about Hardeep Singh Nijjar's involvement in organizing secret training camps for Sikh extremist groups associated with the Khalistan movement. Training videos were provided, but no action was taken. Nijjar, who was affiliated with the Khalistan Tiger Force, fled to Canada in 1997 and obtained Canadian citizenship with the help of the Sikh diaspora.
