Man killed by police in Wallingford identified; body camera footage released
In a report released Wednesday, the Office of the Inspector General identified a Wallingford man who was killed in a police involved shooting on Monday and released body camera footage of the incident.
Donald Passmore, 62, died at 3:37 a.m. Monday at MidState Medical Center from gunshot wounds to his torso, according to an autopsy. His death was ruled a homicide, the report said.
Officers from the Wallingford Police Department had responded to a home at 132 North Airline Road after receiving a 911 call that a man had shot himself in the face, according to Inspector General Robert J. Devlin’s report.
Officer-involved shooting in Wallingford under investigation
When they arrived at the home, a woman told the officers that her boyfriend, Passmore, had shot himself in their bedroom. Officers spoke to Passmore through the door, then entered the bedroom, where he was allegedly lying on the bed near a .22 caliber revolver, the report said. The officers located the gun.
Officers reportedly spoke with Passmore for nine minutes, instructing him to put his hands in the air and not touch the gun.
A 41 second clip from Officer McCaskill’s body-worn camera was released, along with a 44 second clip from Officer Bellucci’s body-worn camera. In the videos, Passmore can be heard shouting at police to put their flashlights down.
Officers can be heard saying “Do not touch the gun, get your hands in front of you now” and “Get your right hand up.” Then, gunshots ring out.
Officers fired 10 rounds at Passmore after making the repeated commands not to touch the gun, the report said.
The Office of Inspector General, Department of Emergency Services and Public Protection, Connecticut State Police Eastern District Major Crime Squad, and the Wallingford Police Department are conducting the investigation.
