Sources recalled there was complete failure to detect explosives at Vancouver, Montreal and Toronto Airports ahead of the bombing of AI-182. Ottawa has also refused to extradite Talwinder Singh Parmar of Babbar Khalsa International, the brain behind this terrorist act. Sources recalled that Parmar, along with Inderjit Singh Reyat, were under surveillance of the Canadian authorities before the AI-182 incident but surveillance was removed a fortnight before the bombing. Reyat later admitted to making three bombs.
