Texas federal appeals court upholds state ban on abortions over Biden administration's emergency provision

A three-judge panel of the US Court of Appeals for the Fifth Circuit ruled on Tuesday that federal emergency-care guidelines do not permit doctors to perform abortions in Texas even when a pregnancy threatens a woman’s life.
