PADS of Elgin struggles with demand for homeless shelter, with children making up 50% of their clients

Nearly 50% of the clients being helped by PADS of Elgin are children, many of whom are homeless because their parents can’t afford housing for larger families, the nonprofit’s developmental manager said.
