Journalist Paul Brown believes that Daniel Levy’s plan could be to wait until the final few days of the transfer window before testing Chelsea’s resolve by making a ‘lowball’ offer for Conor Gallagher.
Amidst all the incomings and outgoings at Tottenham as well as the latest reports on their pursuit of Antonio Nusa, the Gallagher speculation has died down a bit over the last couple of weeks.
In fact, it was even reported by Football Insider a couple of days ago that Tottenham’s move for the 23-year-old had ‘collapsed’ as Chelsea had decided to hang on to their academy graduate until the end of the season.
However, the outlet refused to rule out a potential late departure from Stamford Bridge for Gallagher, explaining that Ange Postecolgou remains ‘very keen’ on the midfielder.

Levy might have a plan for Conor Gallagher bid
Brown has now said that Tottenham have no intention of paying the kind of fee that the Blues are currently demanding for the England international.
However, the journalist suggested that given Chelsea’s need to raise some cash, Levy might be plotting an offer or two for Gallagher in the final days of the window.
Brown told GiveMeSport: “So sources at Tottenham were very quick to come out and deny that any talks have taken place between the clubs for Conor Gallagher, but we do know that the club like Gallagher a lot.
“It wouldn’t surprise me if Daniel Levy tries a lowball offer towards the end of the window just to test Chelsea’s resolve, because Chelsea are asking quite a lot of money for Conor Gallagher, and I don’t think Spurs are going to spend that kind of money on anyone this month.
“But as we get closer to the end of the window, we’ll start to see just how desperate Chelsea are to bring some cash in by the end of January. I think that is what the Spurs’ strategy might be here. I wouldn’t be at all surprised if you see some action for Gallagher in the last couple of days of the window.”

There is no doubt in my mind that Tottenham will test Chelsea’s resolve with a couple of later offers (potentially in the £35m-£40m range) for Gallagher.
However, it looks unlikely that such offers would be enough to persuade the Blues to sell, which is why Spurs would have also identified alternatives to the 23-year-old and done some groundwork on those targets as well.
