Vile Stephen Bear ordered to pay £5k for building huge fence around his home

Disgraced reality star Stephen Bear, who was recently released from prison, was ordered to pay over £5,000 a £500 fine and £4,707.05 in costs for the fence around his house that was built without planning permission
