Shooting investigation leads to 3 arrests in Watervliet

WATERVLIET, N.Y. (NEWS10) -- Three people were arrested following a shooting and ghost gun investigation that began on Tuesday. Kasiyan Payne, Kyle Fowlkes, and Angadi Jones each face multiple charges.

According to Watervliet Police, officers responded to a shooting in the area of 23rd Street and Second Avenue. Police say Payne fired the gun.

Officers say after arriving, authorities found Payne, Fowlkes, and Jones several blocks away in possession of a gun without legal authorization. All three were arrested as a result.

Payne Charges:

  • Second-degree criminal possession of a weapon
  • Third-degree criminal possession of a weapon
  • First-degree reckless endangerment

Fowlkes Charges:

  • Second-degree criminal possession of a weapon
  • Third-degree criminal possession of a weapon

Jones Charges:

  • Second-degree criminal possession of a weapon
  • Third-degree criminal possession of a weapon

Police say Jones was released from custody for the same charges in an April 2023 arrest in Colonie at the time of this incident. All three were arraigned in Watervliet City Court and were held at the Albany County Correctional Facility. Police say they were expected to be released from custody soon.

Additional law enforcement agencies involved in the investigation include the Colonie, Menands, Cohoes, and Green Island Police Departments.
