Garden suites were supposed to add to Toronto's housing density. Just 6 were built in the last 2 years

Since by-law amendments in 2022 allowed most residential properties to add small, separate residential units on site, only six have been built. Still, an industry show in Toronto this week is prominently showcasing the latest garden suite designs.
