A week before South Africa's sixth democratic Parliament drew to a close on 21 May, the chairperson of its Portfolio Committee on Health, Dr Kenneth Jacobs, observed President Cyril Ramaphosa sign the National Health Insurance (NHI) Bill into law at the Union Buildings in Pretoria.
