At the end of May, the agriculture omnibus spending bill became law and removed references to "emerging farmers" in the Down Payment Assistance Grant program which would have targeted diverse farmers. New language emphasizes farmers who earn under $100,000 in gross income as well as growers of hemp, cannabis and other specialty crops.
