A man is in custody in connection with a cold case killing from 2007, when an 18-year-old man was found shot multiple times on Blue Hills Avenue in Hartford.

Ramon Smith, 35, was extradited back to Connecticut from Warren, Maine, where he was taken into custody on an outstanding arrest warrant charging him with murder and criminal possession of a firearm in connection with the 2027 death of 18-year-old Joshua McClelland, according to Lt. Aaron Boisvert of the Hartford Police Department.

On March 25, 2007, patrol officers responded to a report of a gunshot victim in the area of 250 Blue Hills Ave. around 6:30 p.m., Boisvert said.

Arriving officers located a male victim, identified as McClelland, with multiple gunshot wounds. The Hartford teen was transported to Saint Francis Hospital where he was pronounced dead as a result of his injuries, according to Boisvert.

Patrol officers secured the crime scene, and the Hartford Police Major Crimes and Crime Scene Divisions assumed the investigation, Boisvert said.

“After an extensive investigation by the Hartford Police Major Crimes Division, in conjunction with the Connecticut Division of Justice Cold Case Unit, probable cause was established and an arrest warrant was obtained, charging Ramon Smith with murder and criminal possession of a firearm,” Boisvert said.

Smith remains in custody in lieu of a $1 million bond.
