LIMA, Ohio — The Lima Refining Company will pay a civil penalty of $19 million and invest an additional $150 million to make improvements at its South Metcalf Street facility as part of a settlement reached with the U.S. Department of Justice and the Environmental Protection Agency, officials announced Friday.
