An Estonian court has confirmed in a landmark ruling that politicians running in local elections must genuinely reside in the same area where they are candidates, and municipalities are responsible for verifying whether a candidate actually lives in the electoral district. However, ERR investigated the issue and found that, although Estonia is full of curious migratory candidates, it is very difficult to enforce the ruling.
