Negligent landlord and property owner fined for breaching housing regulations
SRA Property Ltd and its director, Sheikh Ryhan Allen Miah have been fined in Liverpool Magistrates court, after being prosecuted by Liverpool City Council’s Private Sector Housing team for 23 offences under HMO Management Regulations.
The sentencing hearing was heard on Monday 23 December 2024, in the absence of both the company and director who failed to attend the hearing but had previously pleaded guilty.
SRA Property Ltd was handed fines totalling £37,973.43, and the company director Sheikh Ryhan Allen Miah was given fines totalling £13,991.14.
The breaches included defective fire detection equipment, defective fire doors, serious trip hazards, and other serious disrepair found during inspections at two properties in L6 in September 2023.
The company and director were served an enforcement notice and given an opportunity to remedy the disrepair, but they failed to act in compliance. The presiding judge described the breaches as “extremely serious” and said the director financially benefited from the properties yet did not maintain the basic safety measures.
This case is the 33rd successful prosecution by Liverpool City Council officers for poor property conditions in 2024, with fines totalling £342,584 handed down to irresponsible landlords this year, in addition to 11 Civil Penalty Notices that have been handed out with fines totalling £59,862.50.
