Governor cannot act as a ‘super CM’: Tamil Nadu to Supreme Court

Appearing before a Presidential Reference Bench headed by Chief Justice of India B.R. Gavai, Tamil Nadu’s counsel A.M. Singhvi said the Governor is at best a “lubricator”, a “facilitator”, but not a legislator.
