India lacks startups focused on organising AI training data, leaving much of its vast data potential unused, the Economic Survey says. It suggests India should avoid costly frontier models and instead build smaller, practical AI tools for specific sectors. This bottom-up approach could widen participation and strengthen India’s AI ecosystem.
