Beach Co. plans to reopen Sgt. Jasper Apartments in wake of 'impasse' with BAR

The owners of the Sgt. Jasper apartment building say they plan to reopen the building to tenants after a mediator declared an impasse in its negotiations with the city's Board of Architectural Review.
