For just the third time in 40 years, Congress has decided not to enact a Cost of Living Adjustment (COLA) for recipients of Social Security, including veterans and the disabled. The cost of living index is based on a sample of young, urban workers, not seniors, and this year was heavily influenced by the low price of gas.
