“A generation incapable of solving complex problems“: Deputy criticizes ChatGPT

Tengrinews.kz - Mazhilis deputy Magerram Magerramov spoke about the possible dangers of rapidly developing artificial intelligence (AI) and criticized ChatGPT.
The Mazhilis member sent a parliamentary inquiry to Prime Minister Olzhas Bektenov, in which he spoke about the disadvantages of the widespread introduction of artificial intelligence, in particular, in the lives of Kazakhstani children.

"The uncontrolled use of artificial intelligence by our children in the learning process requires special attention. Today, the generative artificial intelligence ChatGPT is gaining popularity, which is capable of generating solutions to school problems, exercises, giving out a summary of novels, and so on," Magerramov said at a plenary session of the Mazhilis.

According to the parliamentarian, this approach to learning reduces the ability to think critically to zero, negatively affects the knowledge gained, and leads to difficulties in making important decisions independently.

"At this rate, we risk losing the country's enormous intellectual potential. We are forming a generation that will not be able to respond quickly and solve complex problems that will arise in their lives," he said.

Digital progress, according to the deputy, should not cause harm, so it must be controlled.

"Banks, retail outlets, subscriber numbers, educational institutions, kindergartens, hospitals, clinics, business center checkpoints - wherever a citizen goes, his biometrics are recorded regardless of the person's wishes and regardless of the justification for taking such measures. (...) Today, measures must be taken to prevent the unauthorized use of citizens' biometric data and limit the use of generative AI in educational institutions," Magerramov added.

The faction of the People's Party of Kazakhstan, which the deputy leads, proposed regulating the use of generative AI in educational institutions. In addition, according to the Mazhilis members, it is necessary to provide a clear and transparent mechanism for collecting, processing, and storing personal data, authorizing only a limited circle of people to collect biometrics of Kazakhstanis.
It is also proposed to check the entities that collect and store biometric data of citizens - for their illegal use and transfer to third parties.
Earlier, President Kassym-Jomart Tokayev tasked the government with accelerating the development and adoption of AI in Kazakhstan, emphasizing the need to make AI accessible to every citizen.
