Kazakhstan climbs global eGov ranking: what to expect from AI-powered public services
Tengrinews.kz — Kazakhstan has risen from 29th to 24th place in the UN E-Government Development Index, entering the world’s top 25 countries. At the same time, the country is moving from traditional digital public services toward the use of artificial intelligence and proactive services. This was discussed by participants of the National Think Tank Forum “Projection of the Future: From Assessing Results to a New Agenda” in Astana.

Kazakhstan is also among the top 10 countries in the UN Online Services Index and ranks first among CIS countries.
Millions of Kazakhstanis use eGov
According to Q.AI CEO Dmitriy Mun, Kazakhstan has also received a Category A rating from the World Bank in its GovTech Maturity Index. The eGov mobile app currently offers around 1,300 services and is used by about 7 million people every month. Citizens also have access to 40 digital documents.

Around 26 million electronic digital signatures were issued in 2025.
For entrepreneurs, eGov Business offers 35 services and is used by around 90,000 people.
At the same time, digital services are entering a new stage — interaction between citizens and the state through artificial intelligence. Dmitriy Mun noted that eGov AI has already served around 850,000 users and processed more than 2 million requests.
“The next step is the transition from traditional digital services to interaction with the state through artificial intelligence,” he said.
AI already used in 16 government agencies
Dmitriy Mun also said artificial intelligence is already being used in 16 government agencies. AI technologies have been involved in processing more than 1.2 million requests from citizens.
Specialized services are also being developed. Over the past year, around 819,000 notarial acts were completed online through eNotary, Qazaq Law provided more than 130,000 legal consultations, and an AI therapist was piloted in 38 clinics.
The National Artificial Intelligence Platform integrates more than 120 government databases. More than 50 AI agents operate on the platform, while a total of 308 AI agents for citizens and civil servants are being developed across the country.
Kazakhstan is also expanding its own computing capacity for AI. The Alem.Cloud supercomputer, equipped with 512 NVIDIA H200 GPUs, ranks 86th in the global TOP500 ranking.
Kazakhstan is also developing its own language models — KAZLLM, Sherkala and AlemLLM. More than 1 million Kazakhstanis have already received AI training, including 670,000 students and 300,000 teachers.
The National Think Tank Forum “Projection of the Future: From Assessing Results to a New Agenda” was organized by the Kazakhstan Institute for Strategic Studies under the President. Representatives of government agencies, international organizations, think tanks and the expert community took part in the forum.
