UPDATE 1-Bank of Korea holds rates for 8th mth, cut seen soon

SEOUL, Feb 16 (Reuters) - South Korea's central bank kept interest rates unchanged for an eighth straight month on Tuesday, as expected, while monitoring the effects of global policy changes on the slowly recovering local economy.
