State-owned Bases Conversion and Development Authority (BCDA) and Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development (JOIN) yesterday signed a joint venture agreement for the development of the ambitious 9,450 hectare Clark Green City project, which is about 40 times bigger than the premier business district Bonifacio Global City (BGC) in Manila.
