Coleman Boulevard work in limbo as bids come in high

MOUNT PLEASANT — The town has big plans to improve the mile-long stretch of Coleman Boulevard where thousands of runners and walkers will queue up Saturday morning before the Cooper River Bridge Run, but those plans are now in the slow lane.
