18-year-old being held at Richland adult detention center denied transfer back to DJJ

COLUMBIA — An 18-year-old being held at the Richland County adult detention center who’s accused of several offenses, including setting fires in his Department of Juvenile Justice solitary confinement cell, was denied a request to return to DJJ.
