Dorchester County wants to replace flood-damaged animal shelter

"We hope to build a professional, state-of-the art Frances R. Willis SPCA to serve the animals and the citizens of Dorchester County," said Jennifer Bunch, president of the board of directors. The project will take up to five years, officials said.
