This week’s evacuation from Hurricane Matthew will be the first real-life test of South Carolina’s plan to reverse the eastbound lane on Interstate 26 to speed traffic to Columbia. The lane reversal will begin at 3 p.m. Wednesday, as state leaders urged residents along the coast to evacuate.
