Two social payments to increase in Kazakhstan

Tengrinews.kz – Kazakhstan will raise social payments from the State Social Insurance Fund (SSIF). From January 1, 2026, payments for loss of working capacity and loss of a breadwinner, previously assigned, will be indexed by 10 percent.
The draft resolution was posted by the Ministry of Labor and Social Protection on the “Open Legal Acts” portal. According to the ministry, the amount of each payment is individual and depends on:

Average monthly income on which social contributions were made over the last two years;
Degree of loss of working capacity;
Number of dependents;
Length of participation in the mandatory social insurance system;
Income replacement level.

In the past, around 150,000 Kazakh citizens received these two SSIF payments:

66,000 families who lost a breadwinner received 25.3 billion tenge, with an average monthly payment of 74,460 tenge;
97,000 people received payments for loss of working capacity, totaling 34.5 billion tenge, with an average monthly amount of 71,468 tenge.

Who is eligible for the payments
The social payment for loss of a breadwinner is provided to those who were dependents. It is paid in addition to the state allowance for loss of a breadwinner, until the dependent reaches 18 years old, or up to 23 if they are studying full-time.
The SSIF payment for loss of working capacity is assigned to participants in the mandatory social insurance system in addition to the state disability allowance.

"The payment from the SSIF is provided during a period of general loss of working capacity ranging from 30 to 100 percent, as determined by a medical-social examination, and does not depend on continuing employment," the Ministry explained.

Context from the President
On September 8, in his Address to the Nation, President Kassym-Jomart Tokayev criticized Kazakhstan’s social support system. He noted that aid had been provided by category rather than actual need, rewarding status rather than reducing poverty.

"We ourselves encourage laziness and dependency. Why work when you can receive payments, including targeted social assistance, for almost every family member?" Tokayev said.

According to the President, artificially inflated social benefits divert huge resources from real development. He linked special statuses such as "single-parent family" to the rise in divorces.
