Kazakhstan to spend 10 trillion tenge on human capital: draft budget

Tengrinews.kz – Vice Minister of Finance Abzal Beisenbekuly said that in 2027, Kazakhstan plans to allocate 35 percent of its budget to human capital. He announced this in the Kurultai during the presentation of the country’s draft budget for 2027–2029.
Where the money will be spent
According to the vice minister, the draft budget has five main areas. Investment in human capital was named the priority. In 2027, 10.5 trillion tenge is allocated for this area — 35 percent of the total budget.

“Spending on people means we must understand that behind these figures are real human lives. We need to understand that budgets directed toward social areas are aimed at people. This is very important: from the social budget, that is, ensuring social protection, health, education and opportunities for development. The main share of funds goes to social security and healthcare,” said Vice Minister of Finance Abzal Beisenbekuly.

He noted that social support will continue in 2027, with 6.9 trillion tenge allocated for it.

“Assistance will primarily be provided to those citizens who truly need it,” the vice minister concluded.

What is human capital
Vice Minister Abzal Beisenbekuly likely meant government spending on basic social support and services for citizens — pensions, benefits, medical insurance and other payments.
Earlier, Tengrinews.kz reported that the largest share of funds in this part of the budget — 6.8 trillion tenge — would be allocated for citizens’ social security and payments to them. This usually includes pensions and benefits. The Ministry of Labor and Social Protection of the Population acts as the operator of these funds.
Another 2.6 trillion tenge is allocated for healthcare. Of this amount, 2.2 trillion will be transferred to the Social Health Insurance Fund as a guaranteed transfer. These are, in particular, funds for medical insurance for children, students, pensioners and other preferential categories of citizens.
