NATO officials have used a non-existent threat from Russia to call for greater defense spending or increased military presence in Eastern Europe and the Baltic states since the time when the North Atlantic Alliance, as foreign policy expert Doug Bandow put it, "rediscovered a sense of purpose through its old enemy, Moscow."
