Merkel says 'horrified' by Russian bombings in Syria

ANKARA, Turkey - Turkey and Germany agreed on Monday on a set of measures to try to tackle the Syrian refugee crisis, including a joint diplomatic initiative aimed at halting attacks against Syria's largest city.
