There have been some mis-conceptions and mis-information about some aspects of the 2016 budget.

Naij.com takes a look at two areas where the facts have been distorted by some public analysts. Read below:
1. State House Medical Centre: A lot of analysts have said N3.86bn was budgeted for State House Clinic and a paltry N2.6bn for the entire teaching hospitals in the country. But it was discovered that N3.86bn comprising of N25million recurrent and N3.8bn capital expenditures was budgeted for State House Clinic.
However, a total of N101bn (items 0521026001 through 0521026015) was appropriated to all the 16 teaching hospitals across the country while N104bn (items 0521027001 through 0521027042) was also budgeted for specialist hospitals: neuropsychiatric, orthopedic hospitals and Federal Medical Centers across the nation.
2. Vice president’s office books allocation: The office of the vice president was allocated N321million in the 2016 appropriation bill out of which the VP intends to purchase books worth N4.9m. Each of the federal polytechnics in Nigeria got an average of N3bn as recurrent expenditure and N50m as capital expenditure.
Some Polytechnics have proposed to spend some money on books while some did not but at any point in time, the different institutions can determine how much they wish to spend on books according to their needs out of their respective materials and supplies sub-item of recurrent expenditure appropriation. It is important to also note that polytechnics run businesses and so have access to more revenue other than budgeted funds.
