A 'travelling diwan' who made history

The Cauvery Waters Agreement, which still remains a bone of contention between the states of Karnataka and Tamil Nadu, was signed by P Hawkins, secretary to the government public works department and AR Banerji, diwan of Mysore on February 18, 1924.
