Indianapolis mayor proposes stronger ethics reforms

INDIANAPOLIS - Indianapolis Mayor Joe Hogsett has introduced a package of ethics reforms that would strengthen reporting requirements, impose stronger penalties and create a website so the public has better access to ethics disclosures.
